Protection of Civilians and their Freedom of Movement in the Donetsk and Luhansk Regions

This report outlines the impact on civilians of a Government-issued Temporary Order which regulates travel into and out of the Anti-Terrorist Operation zone in the Donbas. The report is based on monitoring activities conducted by the OSCE Special Monitoring Mission to Ukraine from January to April 2015.
